The development of the Downtown Revitalization Plan for the Village of Carthage and West Carthage has been funded by a grant from New York State’s Quality Communities Program, administered by the New York State Department of State. This effort has been spearheaded by the River Area Council of Governments (RACOG) and other key interest groups including the Tug Hill Commission, Jefferson County Planning Department, and the RACOG Ad Hoc Advisory Committee.
