The NYS Route 3 Corridor Sewer/Development
Board met on Wednesday, March 10, 2010 at the V/Black River Municipal Building. T. Buckley called the meeting to order at
4:30pm.
The Board reviewed the minutes for February
10, 2010. Motion by R.
Taylor, seconded, by L. Carpenter to approve the minutes as presented. Ayes-4, Nays-0. Motion carried.
Operating Report
B. Perry reviewed the February 2010 period
summary noting that sewer flows for the period were 5.48MG. Ten percent (10%) of the budgeted revenues have
been received. Expenses year-to-date are
twenty-two percent (22%) of the total budgeted.
No revenues were submitted from the T/Pamelia for the period. B. Perry will inquire if there was an
oversight. Short term financing for
Black River South was paid from net cash as per the approved budget modification. Net cash maintained a positive balance. There was no actionable inflow or
infiltration for this period.
B.Perry reviewed the extra work summary including:

The
Brookfield Power lateral froze twice during the month despite reconstructing
and insulating it. M. Elliott suggested
a camera investigation to see if the lateral has buckled. Members agreed that the issue needs more
investigation.

The
lateral at 129 LeRay Street froze. No clean-out was installed during project
construction. B. Perry recommended
installing a clean-out at the wall. The
work would require equipment rental since the operator reports that the lateral
is at a depth of eight feet (8’).
Members agreed that the service should have a clean out but questioned
the depth of the lateral.

Operators
reported that clean-outs are also needed on the mainline in the area that
services 22979 NYS Route 3. The line
recently froze. B. Perry reported that
construction of the clean-outs can be accomplished as part of the current
T/Rutland project.
·
The
resident at 24966 Overton Drive reported a problem with their sewer
service. Investigation discovered that
only a portion of the house was connected to the sewer system and the balance
remained connected to the existing failed septic system. The operator will make a recommendation for
remediation.
B.
Perry suggested including the water/wastewater emergency number on customer
billing for evening and weekend service calls.
T. Buckley was concerned that the Authority may receive a number of
non-emergency calls and that the municipalities would not be aware of potential
problems. T. Buckley stated that
residents do not hesitate to contact him at his home if they have a
problem. Members agreed, by consensus,
to recommend that municipal voice mail systems add an evening/weekend message
that includes the DANC answering service number.
B.
Perry asked each municipality, who has not done so, to forward a certified copy
of the municipality’s resolution regarding the Sewer Service Agreement between DANC
and the NYS Route 3 Sewer Board.
Town of Rutland Phase
3
M.
Elliott reported that a pre-construction meeting has been scheduled for March
16, 2010. The project is expected to be
substantially complete by year’s end.
Future Phases
The
design of the Pamelia/Gardner Tract project is being finalized. The project will be a gravity system. Plans and profiles should be complete on or
about April 1, at which time a public meeting will be scheduled to execute
necessary easements.
Other Business
T.
Buckley reported that the sewer mainline that passes under the driveway at the
Charles Graham property, located at 32350 NYS Route 3, has been seriously
undermined by frost. This has been a
recurring problem that needs permanent repair.
Motion by L. Carpenter, seconded by R. Taylor to
authorize T/Champion Highway Department to make repairs and invoice the NYS
Route 3 Sewer System for the cost of materials. Ayes-4, Nays-0. Motion carried.
R.
Taylor reported that the differences between the bedding materials for Duffy
Road, and the sewer mainlines under Duffy Road, have caused a number of frost
and heave issues.
Motion by R. Cramer,
seconded by R. Taylor to adjourn the meeting. The meeting adjourned at 5:11pm.
The next
regular meeting of the NYS Route 3 Corridor Sewer/Development Board will be held
on Wednesday, April 14, 2010 at 4:30pm
at the T/Pamelia Municipal Building.
