Supervisor Buckley called the meeting to order and distributed information from the Jefferson County Administrator’s office in regards to a County proposal to expand the trail system for all-terrain vehicles within the County.  County Routes 69 and 163, in the Town of Champion, are under consideration.  A resolution was offered by Mr. Stewart, seconded by Mr. Buzzell to endorse the County of Jefferson Local Law No. 2 for 2003-Amending Local Law No. 3 of 2001 as proposed regarding particular County Highways located within the Town of Champion.  Ayes-4, Nays-0.  Resolution adopted.

The Board reviewed a letter from the Town’s insurer requesting a decision by the Board in regards to coverage for terrorism.  The associated premium for the coverage is $68/annually.  Motion by Mr. Buzzell, seconded by Mr. Stewart to authorize NYMIR to quote the insurance with terrorism coverage.  Ayes-4, Nays-0.  Motion carried.

The Board reviewed correspondence from the Fort Drum Regional Liaison Organization (FDRLO).  The Town is invited to have the Town logo imprinted on the hospitality bags being prepared for the potential RCI developers at a cost of $100.  The Board took no action.

The FDRLO requested that each of the municipalities submitting proposals for RCI review their cover letter and to include any amenities and/or incentives that the municipality is prepared to offer to potential developers.  The Board reviewed the previously submitted cover letter and by consensus agreed to re-submit the letter as written.

Motion by Mr. Buzzell, seconded by Mr. Watkins to adjourn.  The meeting adjourned at 4:58PM.
