The Town of Champion Town Board met in regular session Monday, September 9, 2002 at 7:00PM at the Town Municipal Offices. Present were Supervisor Buckley, Councilmen Buzzell, Watkins, Stewart, and Peck, Highway Superintendent Sech, and Attorney Farley.
Supervisor Buckley called the meeting to order at 7:00PM and opened the meeting for public comment. Michael Bezanilla, mayor of West Carthage, thanked the Board and Highway Department for their assistance with paving within the Village. Kent Burto, District 7 County Legislator, updated the Board on County initiatives including the new courthouse and the EDZ application. Supervisor Buckley requested the Legislator's support for action to deal with the loss of sales tax revenue to the Towns and for the upcoming three year snow and ice agreement that has been negotiated in committee.
New Business
The notice was read inviting bids for a four-wheel drive articulating loader. Six bids were received and opened. Questions were raised concerning the trade in allowances since trade-in was not part of the specifications. Motion by Mr. Buzzell, seconded by Mr. Peck to reject all bids. Ayes-5, Nays-0. Motion carried. Motion by Mr. Buzzell, seconded by Mr. Peck to advertise for bids for a four-wheel drive, articulating loader. Bid specifications shall require base price and trade-in allowance. Ayes-5, Nays-0. Motion carried. Bids shall be opened on Monday, September 23, 2002 at 3:00PM at the Town Municipal offices.

The Supervisor's monthly report was read and reviewed. Motion by Mr. Watkins, seconded by Mr. Buzzell to approve the report as presented. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley reviewed correspondence. An invitation from Cavalry Assembly of God Church has been received inviting all members to a service to commemorate the 9/11 tragedy. The service will be attended by Supervisor Buckley and Councilmen Stewart and Peck.
The review of the Town's electric usage has been completed by NYSEG and they estimate a savings of $807.28 over the term of the agreement.
Supervisor Buckley highlighted the water usage in the Town water districts over the past summer month.
Supervisor Buckley informed the Board that the Town has been asked to appoint a member to the Carthage Industrial Development Corporation (CIDC). Motion by Mr. Stewart, seconded by Mr. Watkins to appoint Terry L. Buckley to the CIDC as the voting member from the Town of Champion. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 8:28PM.
