The Town of Champion Town Board met in special session for the purpose of conducting a joint public hearing with the Village of West Carthage Board, on Monday, May 13, 2002 at 6:00PM at the Village of West Carthage Municipal Building, 61 High St., West Carthage, to consider the annexation of tax parcel #86.14-1-4 from the Town to the Village. Present were: Supervisor Buckley, Councilmen Stewart, Watkins, Peck, and Buzzell, Mayor Bezanilla and Trustees Ferris, Smith, Burto, and Scott.
Mayor Bezanilla called the meeting of the Village Board to order.
Supervisor Buckley called the meeting of the Town Board to order at 6:02PM.
Proof of notice having been furnished, the public hearing on the annexation of tax parcel #86.14-1-4 to the Village of West Carthage was called to order at 6:03PM by Supervisor Buckley.
The following persons spoke in favor of the annexation:
Jack Russell, representative for the owner
Thomas Sauter, 32 Bridge St., West Carthage
Kent Burto, 6 S. Broad St., West Carthage
James Smith, 52 Madison St., West Carthage
Mark Spencer, 53 N Jefferson St., West Carthage
Stanley Buzzell, 36640 NYS Rte 126, Carthage
The following persons spoke against the annexation:
Ray Pickel, 417 S Clinton St., Carthage
Councilman Watkins commented on issues concerning site topography and neighborhood support.
All persons desiring to be heard, having been heard, a motion was made by Mr. Stewart, seconded by Mr. Buzzell to close the hearing. Ayes-5, Nays-0. Motion carried. The hearing closed at 6:25PM.
Supervisor Buckley presented a resolution for the approval of the annexation of tax parcel #86.14-1-4 for the Board's consideration. Motion by Mr. Peck, seconded by Mr. Stewart to adopt the resolution as presented, a summary of which follows(full-text of resolution shall be made part of the permanent record):
Ordered by the Town Board of the Town of Champion that the proposed annexation of tax parcel #86.14-1-4 from the Town of Champion into the Village of West Carthage is in the overall public interest, complies with all of the provisions of Article 17 of the General Municipal Law and is hereby approved and ordered.
The Supervisor called for any discussion. Mr. Watkins expressed concerns for planning control and retail competition. Mr. Buzzell and Mr. Peck stated that annexation would encourage development.
Roll call vote: Supervisor Buckley-aye, Mr. Stewart-aye, Mr. Watkins-nay, Mr. Peck-aye, and Mr. Buzzell-nay. Resolution adopted.
Motion by Mr. Buzzell, seconded by Mr. Peck to adjourn the meeting. The meeting adjourned at 6:40PM.
