The Champion Town Board met in special session on Wednesday, December 12, 2001 as advertised. Present were Supervisor Buckley, Coumcilmen Stewart, Miller, and Watkins, Kris Dimmick-Town Engineer, and Attorney Farley.
Supervisor Buckley called the meeting to order at 9:30AM. The Board discussed the deficient condition of the water laterals in the Champion Heights area of Water District #2. Due to the limited water supply that can be produced by the district wells, Mr. Dimmick recommended that the Town Board declare an emergency condition and award a contract, to a responsible contractor, for the replacement of all laterals in the development without competitive bidding. The Board also discussed the failure of the fire pump to start during testing.
A resolution was offered by Mr. Stewart and seconded by Mr. Miller that:
WHEREAS, a deficiency in the condition of the lateral services in the area known as Champion Heights has been identified by the system operators and;
WHEREAS, the loss of water from the deficient services is significant and;
WHEREAS, the Town Engineer did appear and testify to the deliterious affects of such deficiencies to the system as a whole;
THEREFORE BE IT RESOLVED, that the Town of Champion Town Board declares an emergency condition in Champion Water District #2 and authorizes the Supervisor to sign a contract with Bat-Con Inc. to perform all necessary work to replace the lateral services to all homes.
