The Champion Town Board met in regular session on Monday, December 3, 2001 at the Champion Municipal Building. Present were Supervisor Buckley, Councilmen Miller, Stewart, Watkins, and Buzzell, and Attorney Farley.

Supervisor Buckley called the meeting to order at 6:15PM. Motion by Mr. Stewart, seconded by Mr. Watkins to go into executive session to discuss labor negotiations. Ayes-5, Nays-0. Motion carried. Executive session began at 6:15PM.

Motion by Mr. Stewart, seconded by Mr. Buzzell to return to open session. Ayes-5, Nays-0. Motion carried. Open session resumed at 7:00PM.

Supervisor Buckley opened the floor for public comment. Mr. Roger Lancto questioned the public hearing process.

Motion by Mr. Miller, seconded by Mr. Watkins to approve the minutes for November 5, 2001 as submitted. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills as presented:

The Supervisor's report was read. Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the report as presented. Ayes-5, Nays-0. Motion carried.

New Business

Motion by Mr. Watkins, seconded by Mr. Stewart to authorize the Supervisor to execute the agreement to revise the Water Service Agreement by and between the Development Authority of the North Country and the Town of Champion for a term of thirty (30) years from the date of financing with the NYS Environmental Facilities Corporation. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to refund the fee for a zoning permit application, submitted by Thomas Tripp, due to an incomplete application. Ayes-5. Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to distribute the STAR administration funds as follows:

Assessor fund-50% divided evenly between the assessors and 50% for

Equipment

Tax Collector fund-50% to collector and 50% for equipment

Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Watkins to authorize the Supervisor to execute the agreement to extend the Fixed Lump Sum Municipal Snow and Ice Agreement with the State of New York. Ayes-5, Nays-0. Motion carried.

The Board discussed the current utilization of the existing business district and the recommendation by the Town Planning and Zoning Board of Appeals. Motion by Mr. Stewart, seconded by Mr. Watkins to not enlarge the area zoned for business. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to set 12/31/01 at 9:00AM as the date for the final meeting of the Board. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to adjourn. The meeting adjourned at 8:25PM.
