The Town of Champion Town Board held its regular monthly meeting on Monday, September 10, 2001(rescheduled due to Labor Day) at 7:00pm at the Town Municipal Offices. Present were Supervisor Buckley, Councilmen Watkins, Stewart, Miller and Buzzell. Highway Superintendent Martin, and Attorney Farley.

Supervisor Buckley called the meeting to order at 7:00pm and called for a moment of silence in honor of Mayor Donald F. Getman.

Supervisor Buckley opened the meeting for public comment. Mr. Roger Lancto thanked the Board for their past support of the senior's club and requested support in the 2002 budget.

Monthly Reports

• Engineer-Mr. Dimmick reported that bids will be opened for the Water District #3 storage building on September 18, 2001 at 2:00pm at the Town Municipal Offices. The final components are being completed in both Water District #4 and Sewer District #1.
• DANC-J. Condino reported that the fire pump timing has been adjusted and that the pump was returned to service on September 10, 2001. The wells in Water District #2 have supplied the needs of the district throughout the summer with no drop in levels.
• Councilmen-Motion by Mr. Stewart, seconded by Mr. Buzzell to petition the NYS Department of Transportation for a reduction in speed, to 30mph, on the Cole Road. Ayes-5, Nays-0. Motion carried.
• Highway Superintendent-Mr. Martin submitted his annual equipment inventory and requested Board approval to purchase replacement tires. Motion by Mr. Stewart, seconded by Mr. Miller to approve the purchase of eight tires. Ayes-5, Nays-0. Motion carried.
• Parks-Mr. Eddy requested that the highway department clear a portion of the area at the rear of Village Green Park to allow for construction of a fence.
• Circuit Rider-K. Amyot discussed the background on the proposal to initiate discussions for the mutual development of a business park/industrial site with the RACOG communities. Mutual development would enhance successful opportunities for attracting businesses. The Board approved by consensus participation in any joint discussions.

Motion by Mr. Watkins, seconded by Mr. Buzzell to approve the minutes for August 6, 2001 as presented. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Mr. Buzzell to pay the following bills as presented:

Motion by Mr. Miller, seconded by Mr. Stewart to approve the Supervisor's report as presented. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to schedule a public hearing for October 1, 2001 at 7:15pm at the Town Municipal Offices for the purpose of hearing public comment concerning the extension of Water District #4. Ayes-5, Nays-0. Motion carried.

Resolution offered by Mr. Stewart, seconded by Mr. Miller authorizing the refunding of bonds, for Water District #3, issued pursuant to a Bond Resolution dated December 7, 1998. Roll call vote: Supervisor Buckley-aye, Mr. Buzzell-aye, Mr. Watkins-aye, Mr. Miller-aye, and Mr. Stewart-aye. Resolution adopted.

Motion by Mr. Stewart, seconded by Mr. Miller to go into executive session for the purpose of discussing personnel negotiations. Ayes-5, Nays-0. Motion carried. Executive session began at 8:15pm.

Motion by Mr. Watkins, seconded by Mr. Stewart to resume open session. Ayes-5, Nays-0. Motion carried. Open session resumed at 10:55pm.

Motion by Mr. Stewart, seconded by Mr. Watkins to adjourn. The meeting adjourned at 10:55pm.
