The Champion Town Board met in regular session on Monday, June 4, 2001 at 7:00PM at the Town Municipal Building. Present were Supervisor Buckley, Councilmen Watkins, Stewart, and Miller and Attorney Farley. Councilman Buzzell was absent.

Supervisor Buckley called the meeting to order and opened the meeting for comment from the public. Mr. Claude Lawler, NYS Route 126 requested additional intervention to address existing drainage problems. The Board directed Mr. Farley to research the property deeds to determine the Town's obligation.

Monthly Reports

• Engineer-Mr. Dimmick reported that work at the new school site on Cole Road has been completed and that construction is proceeding in an easterly direction on Cole Road. Hydrant location in WD#4 have been reviewed and approved by the West Carthage Fire Department. Restoration work in SD#1 is progressing well. Paving has been completed at pump stations 1-4. The 16'X24' storage building planned for SD#1 is under design and will be located near pump station #3 on NYS Route 3.
• DANC-Mr. Condino reported that start-up for pump station 5 will be scheduled as soon as electric and gas services have been completed. The telemetry on the pump station has been installed. Operations and maintenance personnel responded to a water leak on Lanae Drive and isolated the leak. Repairs were made at the owners expense.
• Councilmen-Mr. Watkins distributed Black River water guides and reported on the availibility of funds to support projects to improve access to the river.
• Assessors-Mr. Phelps reported that approximately 20 property owners applied for a change in assessment on Grievance Day. One determination is still pending.
• Zoning Officer-Report read and accepted.
• Planning Board-Mr. LaBarge invited the Board to a presentation of the RACOG Planning Study to be held on June 12, 2001 at 7:00PM at the Municipal Building.

Motion by Mr. Miller, seconded by Mr. Stewart to approve the minutes for 5/7/01 as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to approve the Supervisor's report as presented. Ayes-4, Nays-0. Motion carried.

New Business

Motion by Mr. Stewart, seconded by Mr. Watkins to hold a public hearing on Local Law #1 for 2001-Water District #4 Water Law on 7/2/01 at 7:15PM at the Municipal Building. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to authorize the Supervisor to execute the revised operations and maintenance agreement, with the Development Authority of the North Country, for water and sewer facilities commencing 1/16/2002 for a term of five years. Ayes-5, Nays-0. Motion carried.

Supervisor Buckley informed the Board that Mr. Robert Upson, NYS Route 126, has asked to be included in Water District #2. Motion by Mr. Stewart, seconded by Mr. Miller to hold a public hearing on 7/2/01 at 7:20PM to hear comment on a proposal to expand Water District #2. Ayes-4, Nays-0. Motion carried.

Supervisor Buckley read a letter from the Carthage Chamber of Commerce requesting funds to defray the costs of the July 4^th fireworks display. Motion by Mr. Stewart, seconded by Mr. Miller to appropriate $250 for the display pending completion of a signed contract. Ayes-4, Nays-0. Motion carried.

Mr. Watkins reviewed with the Board the two proposals for Town insurance that were received. The proposed total annual premimums were as follows:

Fuller Insurance Agency..................$15,721.41

NYMIR.............................................$15,056.26 plus reciprocal $772

Motion by Mr. Watkins, seconded by Mr. Stewart to award the bid to Fuller Insurance Agency as the lowest responsible bidder. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Miller to adjourn. The meeting adjourned at 8:25PM.
