The Champion Town Board met in special session on Monday, April 9, 2001 at 4:15PM at the Champion Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Watkins, Miller, and Buzzell, and Attorney Farley.

Supervisor Buckley called the meeting to order at 4:15PM.

Motion by Mr. Stewart, seconded by Mr. Buzzell to go into executive session for the purpose of discussing litigation and personnel. Ayes-5, Nays-0. Motion carried. Executive session began at 4:17PM. John Sech attended the executive session at the invitation of the Board.

Motion by Mr. Stewart, seconded by Mr. Buzzell to return to open session. Open session resumed at 5:00pm.

Supervisor Buckley informed the Board that water district operation and maintenance personnel had identified illegal connections at the Robert Schroy and Michael Bevens properties.

Motion by Mr. Buzzell, seconded by Mr. Stewart to inform Mr. Schroy of the need for repairs and reinspect in 48 hours. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart authorizing the Town Attorney to contact Mr. Bevens by letter informing him of the illegal connection and the consequences according to the adopted Town Law and to contact the NYS Department of Health to investigate. Ayes-5, Nays-0. Motion carried.

The Board discussed the fiscal status of the Town and identified potential shortfalls. Motion by Mr. Stewart, seconded by Mr. Buzzell to require the approval of the Town Supervisor or his designee prior to a purchase over $100 in value effective immediately. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Miller to adjourn. Meeting adjourned at 5:28PM.
