The Champion Town Board met in regular session Monday, February 5, 2001 at 6:00PM at the Town of Champion Municipal Building. Present were Supervisor Buckley, Councilmen Miller, Watkins, Stewart and Buzzell, Attorney Farley and Highway Superintendent Martin.

Supervisor Buckley called the meeting to order and requested a motion to go into executive session for the purpose of discussing negotiations and personnel. Motion by Mr. Stewart, seconded by Mr. Buzzell to go into executive session. Ayes-5, Nays-0. Motion carried. The following individuals were included in the session: Attorney Farley, Robert Waite, Mark Rice, G. Shattuck, John Sech, Brian Sech, Gary Clark, Eric Wangerin, Glen House, and Earl Pettey. Executive session began at 6:01PM.

Motion by Mr. Stewart, seconded by Mr. Miller to resume open session. Ayes-5, Nays-0. Motion carried. Open session resumed at 7:00PM.

Supervisor Buckley opened the floor for comment from the public. Patricia Soules, 21757 Farney Pit Road, related information about a recent problem that the 911 service had experienced trying to locate their home due to inaccurate mapping. Supervisor Buckley assured Mrs. Soules that he would call and have the problem corrected immediately.

Monthly Reports

• Town Attorney- Mr. Farley reviewed proposed amendments to the personnel policy dealing with banked sick days and racial harassment.
• Engineer- Mr. Dimmick reported that the bid opening for Water District #4 is scheduled for Tuesday, February 27, 2001 at 3:00PM at the Town Municipal Building. He also noted that sewer construction work is progressing into the Town of Rutland-Great Bend extension area.
• Councilmen- Mr. Watkins noted that the "Main Street" revitalization ad hoc committee will me on February 6, 2001 at the Carthage Municipal Building. Supervisor Buckley requested that Mr. Watkins begin his annual review of the Town's insurance in preparation for bidding.
• Highway Superintendent- Mr. Martin reported that some mailboxes within the right-of-way have been inadvertently struck by plows and asked if the Board wished to have them replaced at Town expense. It was the consensus of the Board that mailboxes are the homeowners responsibility and that the Town will take no action.
• Assessor- Mr. White reported that the townwide revaluation is almost completed.
• Historian- Mrs. Wiley reported that a survey of her genealogical records would be conducted.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for January 8, 2001 as presented. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to pay the following bills:

Motion by Mr. Stewart, seconded by Mr. Miller to approve the Supervisor's report as presented. Ayes-5, Nays-0. Motion carried.

New Business

Motion by Mr. Miller, seconded by Mr. Watkins to approve the retirement resolution as presented (see attached). Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the addendum to the personnel policy as discussed by Attorney Farley. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded Mr. Stewart to hold a public hearing to discuss the sewer rates for Champion Sewer District #1 on March 5, 2001 at 7:15PM. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 7:58PM.
