The Town of Champion Town Board held its organizational meeting on Monday, January 8, 2001 at the Municipal Building at 7:00PM. Present were: Supervisor Buckley, Councilmen Miller, Watkins, Stewart, and Buzzell, Highway Superintendent Martin, and Attorney Farley.
Supervisor Buckley called the meeting to order at 7:04 PM andopened the meeting to public comment. Mr. Walter Becker, representing the Carthage Chamber of Commerce, requested funding support for the Carthage Winterfest to be held on February 10th. Funds would be used for advertising and events. Motion by Mr. Miller, seconded by Mr. Stewart to appropriate $500 for the Chamber for Winterfest. Ayes-5, Nays-0. Motion carried.
Mr. John Sawyer proposed the construction of a water tower in Water District #2 and asked for legislative support to require lights on bicycles.

Motion by Mr. Buzzell, seconded by Mr. Miller to approve the Supervisors report as presented. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley read a letter of resignation from William Tribol, Zoning Board chairman. Mr. Tribol will be moving out of the area. Motion by Mr. Buzzell, seconded by Mr. Watkins to accept the resignation with regret. Ayes-5, Nays-0. Motion carried.
New Business
The Board reviewed quotes from Allied Industrial Laundries and Tri-State Laundries to supply uniforms for highway employees. Motion by Mr. Buzzell, seconded by Mr. Stewart to award the contract to Tri-State Laundries based on the recommendation of the Highway Superintendent. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Buzzell to award the bid to supply LP Gas to Griffiths Energy as the lowest responsible bidder. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Buzzell, seconded by Mr. stewart to appoint the following individuals to the position noted:

Motion by Mr. Stewart, seconded by Mr. Miller to appoint Mary Ann Yuhas as the voting delegate at the Association of Towns convention. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to set salaries as presented (see attached). Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Miller to adopt the investment and procurement policies and forms without amendment. Ayes-5. Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Watkins to set the first Monday of the month as the meeting date and 7:00PM as the meeting time. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Buzzell to designate Key Bank, Community Bank, HSBC, and Chase Manhattan as the depositories in which the
Supervisor, Town Clerk, Tax Collector, and Justices shall deposit all monies coming into their hands by virtue of their offices. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Buzzell, seconded by Mr. Watkins authorizing all elected officials to attend all necessary schools. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Miller to set the mileage reimbursement rate at $.30/mile. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Watkins to designate the Carthage Republican Tribune and the Watertown Daily Times as the official newspapers of the Town. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Watkins to authorize the Supervisor and Deputy Supervisor to sign checks. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Buzzell to designate Family Practice Associates as the firm to perform all necessary alcohol and substance testing. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to hire Wanetta Monaghan, as water meter reader and groundskeeper, at an hourly rate of $10.00/hour. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to hire Brian Phelps, as central communications specialist, at an annual salary of $2,000. Ayes-5, Nays-0. Motion carried.
The financial records of the Supervisor, Town Clerk, and Justices were audited and signed.
Motion by Mr. Stewart, seconded by Mr. Buzzell to authorize the Supervisor to execute an application to the DWSRF to provide financial assistance for the construction of Champion Water District #4. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to go into executive session for the purpose of discussing personnel. Ayes-5, Nays-0. Motion carried. Mr. Martin was present for the session. Executive session began at 8:43PM.
