The Town of Champion Town Board met in regular session on Monday, October 2, 2000 at 7:00PM at the Champion Municipal Building. Present were Supervisor Buckley, Councilmen Watkins, Miller, Stewart, and Buzzell(7:05PM), Attorney Farley, and Highway Superintendent Martin.

Monthly Reports

• Engineer-Kris Dimmick reported that three of the four sewer pump stations have been installed. Construction in WD#3 in close to completion. Supervisor Buckley requested that a date be set to test the modifications made to WD#2.
• Highway Superintendent-Supt. Martin recommended that the Board adopt resolutions authorizing the use of highway equipment for emergency use and authorizing the use of equipment for County work and work in other Towns.
• Assessor-Mr. White reported that the residential portion of the re-val is complete and that they are proceeding with commercial re-valuation.
• Town Attorney-Mr. Farley presented the Board with an order of public hearing for the formation of WD#4-Cole Road. Motion by Mr. Stewart, seconded by Mr. Buzzell to hold the public hearing on November 6, 2000 at 7:00PM. Ayes-5, Nays-0. Motion carried.
• Zoning Officer-Report read and accepted.
• Planning Board-Mr. LaBarge updated the Board on the status of the RACOG planning study.
• Parks-Mr. Eddy requested the assistance of the Town Highway department to clear brush and install the purchased fencing at the Village Green Park.

Public Hearing

Proof of notice having been furnished, the public hearing on Local Law #1 for 2000-Amending Local Law #2 of 1997-Subdivision Law was called to order at 7:15PM by Supervisor Buckley. No one from the public spoke for or against the proposed amendments. All person desiring to be heard, having been heard, the hearing was closed at 7:16PM.

Motion by Mr. Miller, seconded by Mr. Stewart to approve the minutes for 9/5/2000 as presented. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills:

New Business

Motion by Mr. Buzzell, seconded by Mr. Stewart to accept, with regret, the resignation of James R. Church, Town Justice effective 9/20/2000. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to appoint Richard Goodspeed, Acting Town Justice to fulfill the unexpired term of Justice vacated by James R. Church effective 9/20/2000. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to adopt Local Law #1 for 2000-Amending Local Law #2 for 1997 Subdivision Law. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Buzzell to hold a public hearing on the preliminary budget on Monday, November 6, 2000 at 7:00PM at the conclusion of the prior public hearing. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Buzzell to hold a public hearing on the fire contracts with the Champion Fire Dept., the Village of Copenhagen, and the Village of West Carthage on Monday, November 6, 2000 at the conclusion of the budget hearing. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Watkins to hold a public hearing on Local Law #2 for 2000-Sewer District #1 Sewer Law on Monday, November 6, 2000 at the conclusion of the fire contract hearing. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Buzzell to hold a public hearing on Local Law #3 for 2000-WD#3 Water Law at the conclusion of the sewer law hearing. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to designate Election District #2 as the site for voter registration on October 7 and 11, 2000. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 8:52PM.
