The Champion Town Board met in regular monthly session on Monday, July 10, 2000 at 7:00PM at the Town Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Miller, Watkins, and Buzzell (7:15PM), Attorney Farley, and Highway Superintendent Martin.
Supervisor Buckley called the meeting to order at 7:00PM and opened the meeting for public comment. Richard Suscie, CARS, presented the 2001 budget requests and supporting documents for the Carthage Area Rescue Squad.
Monthly Reports
Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for June 5 and 19, 2000 as presented. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills:
General #195-223 .$22,270.84
Highway #139-151 $12,195.64
Sewer #1 Capital #33-34 $265,585.28
Water #1 O&M #12-14 $604.39
Water #2 O&M #39-44 ..$12,699.86

The Town Clerk distributed copies of the new water bill format and commented on the successful cooperative purchase and installation of new water/sewer software. The Town and the Village of Carthage participated in the cooperative effort.
Supervisor Buckley reviewed his financial report for the month of June. Motion by Mr. Miller, seconded by Mr. Buzzell to approve the report as presented. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley reported that the RACOG circuit rider position has been advertised and is expected to be filled by September. The Council is discussing preliminary engineering for a pool facility and has begun a four-community wide planning study.
New Business
Motion by Mr. Watkins, seconded by Mr. Buzzell to approve the sale of one-quarter interest in the tractor, implements and trailer owned by Champion Water District #2 in an amount not to exceed $24,564 for the purpose of construction and maintenance in Champion Water District #3. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the sale of one-quarter interest in the tractor, implements and trailer owned by Champion Water District #2 in an amount not to exceed $24,564 for the purpose of construction and maintenance in Champion Sewer District #1. The Town Board accepted the submission of petitions containing 78 signatures requesting a referendum on the November ballot to change the office of the Highway Superintendent from an elected office to an appointed position. Motion by Mr. Miller, seconded by Mr. Stewart to hold a public hearing to hear comments on August 7, 2000 at 7:15PM. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to adjourn. Meeting adjourned at 9:35PM.
