The Town of Champion Town Board met in regular session on Monday, June 5, 2000 at 7:00PM at the Champion Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Miller, Watkins, and Buzzell, and Attorney Farley.
Proof of Notice having been furnished, the public hearing on the extension of Champion Water District #2 - Hamlet of Champion was called to order by Supervisor Buckley at 7:00PM. No one spoke for or against the extension of the water district. All persons desiring to be heard, having been heard, the hearing was closed at 7:03PM.
Supervisor Buckley opened the meeting for public comment. Dennis Quinn, Lamb Road, questioned the allocation of public funds for the reconstruction of minimally used highways. Supervisor Buckley responded that the Highway Superintendent may expend funds at his discretion except those appropriations that are subject to a signed agreement between the Town Board and the Highway Superintendent. Councilman Watkins questioned the expenditures for gravel. Mr. Nelson Eddy, Peck Road, spoke about the positive difference that the road improvements have made in relation to flooding that he has experienced in the past. Mr. Tim Freeman, Mr. Terry Freeman and Mr. Quinn also questioned the procedure for moving to an appointed highway superintendent.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for May 1, 2000 as presented. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills:

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the Supervisors report as presented. Ayes-5, Nays-0. Motion carried.
New Business
The Board discussed an amendment to the Regional Sewer Board Inter-Municipal Agreement that defines the shared benefits of the regional system.
Motion by Mr. Buzzell, seconded by Mr. Watkins to approve the amendment as presented (see attached). Ayes-5, Nays-0. Motion carried.
Supervisor Buckley read a letter from Planning Board Chairman Peter LaBarge recommending changes to the Town zoning and subdivision laws as they pertain to development on private roads. Supervisor Buckley requested that Chairman LaBarge discuss the changes with Jefferson County Planning for recommendations on amendment language.
Motion by Mr. Stewart, seconded by Mr. Buzzell to schedule a special meeting for Monday, June 19, 2000 at 7:00PM to discuss the land use amendments and any other necessary business.
The Board reviewed the agreement for the expenditure of highway funds submitted by Superintendent Martin. The Board discussed the alternatives for paving the shoulders on the Sayre Road. Motion by Mr. Watkins, seconded by Mr. Miller to approve the expenditures totaling $51,858.00 including boxing out the shoulders of the Sayre Road with 59W. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley informed the Board that both the Branaugh Memorial Club and the Jefferson County Planning Board have requested that the Town appoint a member to serve. Action was deferred pending recommendations from the Board.
Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the Annual Drinking Water Quality Reports as presented for distribution to customers. Ayes-5, Nays-0. Motion carried.
The Board discussed a proposal from Hyde-Stone Mechanical to perform maintenance service on the water plant furnace. Motion by Mr. Miller, seconded by Mr. Stewart to decline the proposal. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to go into executive session for the purpose of discussing a personnel matter. Ayes-5, Nays-0. Motion carried.
Executive session began at 9:00pm.
Motion by Mr. Stewart, seconded by Mr. Miller to return to open session. Ayes-5, Nays-0. Motion carried. Open session resumed at 10:00pm.
Motion by Mr. Watkins, seconded by Mr. Miller to approve the extension of Champion Water District #2-Hamlet of Champion. Roll call vote: Mr. Stewart-aye, Mr. Miller-aye, Mr. Watkins-aye, Mr. Buzzell-aye, and Supervisor Buckley-aye. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 10:04pm.
