The Champion Town Board met in regular monthly session Monday, May 1, 2000 at 7:00pm at the Champion Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Watkins and Buzzell, Highway Superintendent Martin and Attorney Farley. Councilman Miller was absent.
Supervisor Buckley opened the meeting for comment from the public. There were no comments.
Monthly Reports
- Engineer-Kris Dimmick updated the Board on the construction progress for Sewer District #1 and Water District #3. Mainline is being installed for the sewer district and permits are being processed for Water District #3. Supervisor Buckley stated that USDA-RUD and NYSDEC are likely to require mandatory connection to the sanitary sewer system based on the expenditure of public funds with a focus on eliminating the pollution of the Black River.
- Councilmen-Mr. Watkins reported on a meeting of the Black River Advisory Committee that he attended.
- Assessor-Mr. Phelps reported that Grievance Day is scheduled for May 23,2000.
- Zoning Officer-Report read and accepted.
Proof of notice having been furnished, the Public Hearing on the expansion of the boundaries of Champion Water District #2 was called to order at 7:15pm by Supervisor Buckley. Bruce Ferguson spoke in favor of the expansion. No one spoke against the expansion. All persons desiring to be heard, having been heard, the hearing was closed at 7:22pm.
- Highway Superintendent-Mr. Martin informed the Board that the annual road tour would be conducted on Thursday, May 11, 2000 at 1:00pm starting at the Town Barn. Mr. Martin polled the Board to determine whether or not there was interest in leasing the crusher and loader for the entire month of May. The Board members spoke against the suggestion and took no action.
- Town Attorney-Mr. Farley presented the negotiated contract for the purchase of 63.1 acres of vacant land contiguous to the Town gravel pit from Emma M. Whitaker for a cost of $125,000 to be paid over 10 years at 0% interest. Motion by Mr. Buzzell, seconded by Mr. Stewart to authorize the Supervisor to execute the contract of purchase as previously described. Ayes-4, Nays-0. Motion carried. The Board expressed their appreciation to Emma and the late Carlton Whitaker for their long time commitment to the Town of Champion. Supervisor Buckley informed the Board that the Towns of Champion, LeRay, and Wilna have agreed to enter into an intermunicipal agreement for the purpose of contracting an appraiser to consult in a tax certiorari proceeding.
- Planning Board-Mr. LaBarge informed the Board that they have received an application for a site plan review for the construction of a cell tower in Great Bend. The Chairman and the Town Board discussed proposed changes to subdivision and zoning law to provide for building on private roads.
- Parks-Mr. Eddy reported that weather conditions have prevented progress on work at the park. The dedication of the Great Bend Firemens monument will be held on May 20th at 4:00pm.
Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the minutes for April 3, 2000 as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to approve the Supervisors monthly report as presented. Ayes-4, Nays-0. Motion carried.
New Business
Mr. Robert Henry, representing Copenhagen Fire Department, presented a request to the Town Board for approval of the departments intention to apply for independent status. Mr. Henry cited the lower borrowing rates that are available to independent fire departments. Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the Copenhagen Fire Departments application for recognition as a fire department independent of the Village of Copenhagen. Ayes-4, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 8:32PM.
