The Town of Champion Town Board met in regular session Monday, March 6, 2000 at the Town of Champion Municipal Building. Present were Supervisor Buckley, Councilmen Miller and Stewart, Attorney Farley, and Highway Superintendent Martin. Councilmen Buzzell and Watkins were absent.
Supervisor Buckley called the meeting to order at 6:20PM. Motion by Mr. Stewart, seconded by Mr. Miller to go into executive session for the purpose of discussing negotiations and personnel. Ayes 3, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Miller to return to open session. Ayes-3, Nays-0. Motion carried. Open session resumed at 7:05PM.
Supervisor Buckley opened the meeting for public comment. Mr. John Sawyer, Great Bend questioned the construction start-up date for Sewer District #1 and Water District #3. Dr. Claude Lawler informed the Board about drainage problems he is having on his property due to run-off from Champion Heights. The existing ditch is obstructed. Superintendent Martin reported that he had visited the site and recommend that the ditch be re-established. It was the consensus of the Board to contact Mr. Gary Sayre for permission to access the property when conditions permit.

Motion by Mr. Stewart, seconded by Supervisor Buckley to approve the minutes for February 7, 2000 as presented. Ayes-3, Nays-0. Motion approved.
Motion by Mr. Stewart, seconded by Mr. Miller to approve payments for the following bills:

The Supervisors report was read. Motion by Mr. Miller, seconded by Mr. Stewart to approve the report as presented. Ayes-3, Nays-0. Motion carried.
Mr. Miller suggested that the Board request the State and Jefferson County increase their contract amounts for snow and ice removal to offset the increased cost for fuel and other petroleum products.
New Business
Motion by Supervisor Buckley, seconded by Mr. Miller to appoint Mr. Stewart representative to the River Area Council of Governments.
Motion by Mr. Miller, seconded by Mr. Stewart to authorize the Supervisor to execute the Quality Communities grant application. Ayes-3, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Miller to accept, from USDA-Rural Utilities Services, grant funds in the amount of $2,887,500 and a loan in the amount of $75,000 for the purpose of constructing a sanitary sewer system. Ayes-3, Nays-0. Motion carried.
Supervisor Buckley presented a resolution, originally drafted by the Town of Danby, requesting that the Association of Towns pursue the enactment of legislation by State legislators that would enable local governing bodies to set speed limits on local roads under their jurisdiction (full body of resolution attached). Motion by Mr. Stewart, seconded by Mr. Miller to adopt the resolution as presented. Ayes-3, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to authorize the preauthorization of payments through electronic transfer to USDA-Rural Utilities Service. Ayes-3, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to adjourn. Meeting adjourned at 8:03PM.
