The Champion Town Board met in regular session on Monday, February 7, 2000 at 7:00PM at the Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Watkins, and Buzzell, and Highway Superintendent Martin.

Absent were Councilman Miller and Attorney Farley.

Supervisor Buckley called the meeting to order at 7:00PM. Mr. Kris Dimmick, Bernier, Carr & Associates, reported on the status of Champion Water District #3.

Bids have been opened and following a review of the submissions, Mr. Dimmick recommended that the Board award the bid to the low bidder, Syracuse Constructors with a bid of $452,065 for Contract #1 and Alternates #1, #2, and #3. Mr. Dimmick also reported on the failure of a 25hp electric motor in District #2, which is not reconstructable and will be replaced under warranty. Work will be done in the water plant to facilitate the motor installation. The estimated delivery date of the replacement motor is 5-6 weeks. The Board discussed having the failed motor refitted as an on-site spare. Mr. Dimmick recommended comparing the price of refitting versus the cost of purchase.

Supervisor Buckley opened the public forum. Mr. Dick Hutchins, Black River ATV club, requested a list of abandoned roads and a map showing the same. Mr. Roger Lancto, Copenhagen Senior’s Club President, requested that the Town appropriate funds to support the transportation fund of the club. Mr. Lancto estimated the members of the club that live in the Town of Champion at twenty-five percent (25%). Board members discussed that number of clubs in our area that might also make a similar request and determined that the cost would be prohibitive. The Board will reconsider the request at budget time pending a formal budget request.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for January 3, 2000 as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills:

Motion by Mr. Buzzell, seconded by Mr. Stewart to authorize the Supervisor to pay Simpson Fuels between meeting to avoid penalties. Ayes-4, Nays-0. Motion carried.

The Supervisor’s monthly report was read. Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the report as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to accept the retirement resolution as presented (see attached). Ayes-4, Nays-0. Motion carried.

New Business

Motion by Mr. Watkins, seconded by Mr. Stewart to appoint Supervisor Buckley to the Regional Sewer Board. Ayes-4, Nays-0. Motion carried. Supervisor Buckley will serve as Chairman of the Board for the 2000 calendar year.

Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the fee increase recommended by the Carthage Area Rescue Squad. Ayes-4, Nays-0. Motion carried. The Board emphasized that Town of Champion residents are not responsible for ambulance service since the Town supports the Rescue Squad through the budget.

Supervisor Buckley presented and recommended the adoption of the revised Town & Village Health Committee plan. Motion by Mr. Watkins, seconded by Mr. Buzzell to approve the plan as presented. Ayes-4, Nays-0. Motion carried.

The Board reviewed the final bid tally and recommendations for award of the construction and pump contracts for Champion Sewer District #1 as presented by letter from Stearns & Wheler. Motion by Mr. Stewart, seconded by Mr. Buzzell to award the bid for Contract #1A-General Construction to D.M. Ferlito Construction Inc. in the amount of $2,137,920.00 contingent on the approval of USDA-Rural Utilities Service. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to award the bid, for Contract #1B & #1C – Pumps and Generators, to Gorman-Rupp Co. in the amount of $338,754.00 contingent on the approval of USDA-Rural Utilities Service. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Buzzell to approve the reimbursement of Champion Water District #2 by Champion Water Districts #1 & #3 and Sewer District #1 for equipment to be shared equally by all districts. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to award, on the recommendation of the Town Engineer, the bid for the construction of Champion Water District #3 to the low bidder, Syracuse Constructors in the amount of $452,065.00 contingent on the approval of USDA-Rural Utilities Service. Ayes-4, Nays-0. Motion carried.

The Board members signed the 1999 annual report of the Clerk and the 1999 Supervisor balance sheets.
