The Town of Champion Town Board held its organizational meeting on Monday, January 3, 2000 at the Municipal Building at 7:00PM. Present were: Supervisor Buckley, Councilmen Miller, Watkins, Stewart, and Buzzell, Highway Superintendent Martin, and Attorney Farley.
Judge Richard Goodspeed swore in the elected officers of the Town including
Supervisor Buckley, Town Clerk Christina Vargulick, Judge Quinn, Councilmen Stewart and Buzzell and Highway Superintendent Martin.
Supervisor Buckley called the meeting to order at 7:15 PM. Supervisor Buckley introduced Mr. Kent Burto, 7th district County Legislator. Mr. Burto pledged an improvement in communication and cooperation between the Town and County.
Supervisor Buckley opened the meeting to public comment. No one from the public spoke.

Motion by Mr. Stewart, seconded by Mr. Miller to authorize DANC to act on the Towns behalf and to employ E.D. Young to install 2000 of 1/0 wire, conduit, neutral wire, and breaker box pending price and recommendations.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for December 6 and 29, 1999. Ayes-5, Nays-0. Motion carried.

Supervisor Buckley reported that William Vargulick, assessor, has completed all of the required elements for state certification as an assessor.
Motion by Mr. Buzzell, seconded by Mr. Miller to approve the Supervisors report as presented. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Buzzell to appoint the following individuals to the position noted:

Motion by Mr. Watkins, seconded by Mr. Buzzell to appoint Ronald Doremus, Zoning Board of Appeals vice chairman. Mr. Buzzell-aye, Mr. Watkins-aye, Mr. Miller-aye, Supervisor Buckley-aye, and Mr. Stewart-nay. Motion carried.
Motion by Mr. Miller, seconded by Mr. Watkins to appoint Mr. Buzzell as the voting delegate at the Association of Towns convention. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to set salaries as presented (see attached). Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Stewart to adopt the investment and procurement policies and forms without amendment. Ayes-5. Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Stewart to set the first Monday of the month as the meeting date and 7:00PM as the meeting time. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Watkins to designate Key Bank, Community Bank, HSBC, and Chase Manhattan as the depositories in which the
Supervisor, Town Clerk, Tax Collector, and Justices shall deposit all monies coming into their hands by virtue of their offices. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Stewart authorizing all elected officials to attend all necessary schools. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Stewart to set the mileage reimbursement rate at $.30/mile. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to designate the Carthage Republican Tribune and the Watertown Daily Times as the official newspapers of the Town. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Watkins, seconded by Mr. Stewart to authorize the Supervisor and Deputy Supervisor to sign checks. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Buzzell to designate Family Practice Associates as the firm to perform all necessary alcohol and substance testing. Ayes-5, Nays-0. Motion carried.
