The Town of Champion Town Board met on Wednesday, December 29, 1999 at 9:00AM at the Municipal Office to pay year-end bills and conduct necessary business. Present were Supervisor Buckley, Councilmen Miller, Stewart, and Buzzell, Attorney Farley, and Highway Superintendent Martin.
Supervisor Buckley called the meeting to order. Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills as presented:

Supervisor Buckley informed the Board that the electrical line providing power to Water District #2-well #2 needs to be replaced due to age and integral deterioration. Supervisor Buckley reported that line replacement requires easements from two property owners, Champion Heights Construction Ltd. and James Remsburg. Mr. Robert Freedman, representing Champion Construction, has agreed to sign the easement but is requesting that the Town pay the fee for their attorney to review the document. Motion by Mr. Miller, seconded by Mr. Stewart to appropriate funds to pay for legal review of the document at a cost not to exceed $350.00. Ayes-4, Nays-0. Motion carried.
Mr. Remsburg has declined to sign the easement. Supervisor Buckley will meet with Mr. Remsburg to explain the emergence nature of the situation and report to the Board at the January meeting.
The Board further discussed the technical and installation aspects of the project. Motion by Mr. Stewart, seconded by Mr. Miller to approve of the scope of service for the project. Ayes-4, Nays-0. Motion carried.
Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the final budget transfers as presented (see attached). Ayes-4, Nays-0. Motion carried.
Supervisor Buckley presented the agreement between NYSDOT and the Town and informed the Board that the contract amount has been increased to $93,417. Motion by Mr. Stewart, seconded by Mr. Miller to authorize the Supervisor to execute the agreement. Ayes-4, Nays-0. Motion carried.
The following sealed bid was received for the fuel needs of the Towns of Champion and Wilna:

Motion by Mr. Stewart, seconded by Mr. Miller to accept the bid contingent on approval by the Town of Wilna. Ayes-4, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to approve a resolution requesting the service of Acting Village Justice Goodspeed as Town Justice as prepared in a form approved by the Court System Administrator (see attached for full text of resolution). Ayes-4, Nays-0. Motion carried.
Supervisor Buckley informed the Board that there will be a joint meeting between the Towns of Champion and Wilna and the Villages of West Carthage and Carthage to discuss specific areas of governmental cooperation held on January 12, 2000 at 7:00PM at the Carthage Village Office.
Motion by Mr. Stewart, seconded by Mr. Buzzell to appoint James Riley to the temporary position of highway laborer at a rate of $10.00/hour. Ayes-4, Nays-0. Motion carried.
Highway Superintendent Martin informed the Board that he has located a plow that may be purchased at a cost of $2000 to equip a Town truck. This addition would allow the Superintendent to assign five plows to highways within the Town. Motion by Mr. Miller, seconded by Mr. Buzzell to approve the purchase of the plow and attachments as recommended by the Highway Superintendent. Ayes-4, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to go into executive session for the purpose of discussing negotiations for land acquisition. Ayes-4, Nays-0. Motion carried. Executive session began at 10:05AM.+
Motion by Mr. Miller, seconded by Mr. Stewart to authorize the Supervisor to negotiate with Emma Whitaker for the purchase of additional acres adjacent to the existing Town gravel pit. Ayes-4, Nays-0. Motion carried.
Motion by Mr. Buzzell, seconded by Mr. Stewart to return to open session. Ayes-4, Nays-0. Motion carried. Regular session resumed at 10:39AM.
Motion by Mr. Stewart, seconded by Mr. Miller to adjourn. The meeting adjourned at 10:40AM.
