The Champion Town Board met in regular session on Monday, December 6, 1999. Present were Supervisor Buckley, Councilman Miller, Watkins, Stewart and Buzzell (7:05PM), Attorney Farley, and Highway Superintendent Martin.

Supervisor Buckley called the meeting to order at 6:19PM. Motion by Mr. Stewart, seconded by Mr. Watkins to go into executive session for the purpose of discussing personnel. Ayes-4, Nays-0. Motion carried. Session began 6:20PM.

Motion by Mr. Mr. Miller, seconded by Mr. Watkins to return to open session. Ayes-4, Nays-0. Motion carried. Open session resumed at 6:55PM.

Supervisor Buckley opened the meeting to general public comment. No one spoke.

Monthly reports

• Engineer-Eric Johnson, Bernier, Carr & Associates, reported that USDA-RUD funding has been secured for the construction of Champion Water District #3. Plans and specifications will be submitted for RUD approval. Supervisor Buckley requested that the town engineer address easement concerns about Sewer District #1 pump station #2 which is located in a permanent NYSDOT right-of-way and to develop a plan in conjunction with DANC to reconfigure electrical usage in Champion Water District #2 to reduce the amount of demand delivery charges.
• Councilmen-Mr. Watkins reported on a meeting he attended concerning the management of County forest land.
• Highway Superintendent-Mr. Martin reported that the steel building removed from Niagara Mohawk property has been reconstructed at the Hall Road gravel pit for the purpose of storing machinery.
• Assessor-Preliminary work has begun on the revaluation with County personnel.
• Attorney-Mr. Farley reported that the easement from Mr. Lawler for the Pine Drive turnaround has been signed and delivered to the Supervisor. Mr. Farley also asked for clarification concerning a request from the Planning Board that he recommend property maintenance regulations. No action was taken.
• Zoning Officer-Mr. Phelp’s report was read and accepted.

Motion by Mr. Stewart, seconded by Mr. Miller to approve the minutes for November 1, 1999 as submitted. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to approve payment of the following bills:

Motion by Mr. Miller, seconded by Mr. Stewart to approve the Supervisor’s report as read. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Watkins to approve the budget transfer as presented (see attached). Ayes-5, Nays-0. Motion carried.

New Business

Supervisor Buckley reported that he, Mr. Watkins and Mr. Stewart had recently visited Judge Church. Judge Church is not yet ready to return to his post. Richard Goodspeed, Acting Justice for the Village of West Carthage, has consented to serve in a temporary capacity as a Justice for the Town. Motion by Mr. Watkins, seconded by Mr. Miller to appoint Mr. Goodspeed Acting Justice for the Town of Champion effective 1/1/2000 (see attached for full text of resolution).

Roll call vote: Mr. Buzzell-aye, Mr. Watkins-aye, Mr. Miller-aye, Mr. Stewart-aye, and Supervisor Buckley-aye. Resolution adopted.

Motion by Mr. Stewart, seconded by Mr. Buzzell to adopt a resolution supporting the County’s position in regard to the Right To Farm legislation

(see attached for full text of resolution). Roll call vote: Mr. Buzzell-aye, Mr. Watkins-aye, Mr. Miller-aye, Mr. Stewart-aye, and Supervisor Buckley-aye.

Resolution adopted.

Motion by Mr. Miller, seconded by Mr. Buzzell to hold the final meeting of the year on December 29, 1999 at 9:00AM for the purpose of paying year end bills and all other necessary business. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to authorize the clerk to advertise in conjunction with the Town of Wilna for the fuel needs of the Town.

Ayes-5, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to post the Hall Road gravel pit. Ayes-5, Nays-0. Motion carried.

Correspondence

Supervisor Buckley read a letter from NYSDOT concerning the Town Board’s request for a lower speed limit on Jackson II Road. The request was denied based on amount of development along the 4.1 mile road. Supervisor Buckley will pursue the matter and request a lower limit on a segment of the road.
