The Champion Town Board met in regular session on Monday, October 4, 1999 at 7:00PM at the Town Municipal Building. Present were Supervisor Buckley, Councilmen Stewart, Buzzell, and Miller, Attorney Farley, and Highway Superintendent Martin. Councilman Watkins was absent.

Supervisor Buckley called the meeting to order and opened the meeting for comments from the public. Raymond Putman presented a petition signed by seven (7) residents of Wood Hill Road requesting that the name of the road be changed to Putman Hill Road. Louis Waite inquired about the agreement between Jefferson County and the Town for snow removal and road maintenance and an agenda item concerning a request from the County Farm Bureau that the Town adopt Right To Farm legislation.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the minutes for September 7, 1999 as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to pay the following bills:

Motion by Mr. Miller, seconded by Mr. Stewart to approve the Supervisor’s report as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the budget transfers as presented (see attached). Ayes-4, Nays-0. Motion carried.

Supervisor Buckley reported that the USDA-RUD has given authorization for the Town to proceed with advertising for bids for the construction of Champion Sewer District #1.

New Business

Supervisor Buckley presented the tentative 2000 Town budget. Motion by Mr. Buzzell, seconded by Mr. Miller to hold a public hearing on the budget on November 1, 1999 at 7:15PM. Ayes-4, Nays-0. Motion carried.

The Board discussed the vacancy on the Board of Assessment Review resulting from the expired term of Frances Harris. The Board deferred action until November.

The Board discussed the Right to Farm legislation as submitted by the Jefferson County Farm Bureau and its impact on the current Town zoning law.

Motion by Mr. Miller, seconded by Mr. Buzzell, on advice of counsel, to take no action on the legislation. Ayes-4. Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the CCR for the Water Districts as prepared by DANC. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to appropriate $2000 for the shared purchase of a monument to Joel Mix and Great Bend fireman. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to set a public hearing for November 1, 1999 at 7:45PM to hear public comment on the renaming of Wood Hill Road. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to set a public hearing for November 1, 1999 at 7:47PM to hear public comment on the naming of Rosner Drive. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to go into executive session for the purpose of discussing personnel. Ayes-4, Nays-0. Motion carried. Executive session began at 8:20PM.

Motion by Mr. Stewart, seconded by Mr. Buzzell to return to open session. Ayes-4, Nays-0. Motion carried. Open session resumed at 8:49PM.

Motion by Mr. Miller, seconded by Mr. Buzzell to adjourn. Meeting adjourned at 8:49PM.
