The Champion Town Board met in special session on Monday, March 15, 1999 at 6:00pm at the Champion Municipal Office for the purpose of discussing the water rates in Champion Water Districts #1 and #2 and to review the personnel policy. Present were Supervisor Buckley, Councilmen Watkins, Stewart, Miller and Buzzell, and Attorney Farley.

Supervisor Buckley opened the floor for public comment. Mr. John Sawyer requested information about the construction and charges for service for Champion Water District #3 and Sewer District #1.

Board members reviewed information concerning unmetered residential and undeveloped parcels and capital revenue projections. Motion by Mr. Stewart, seconded by Mr. Buzzell to amend Section 17 of Local Law #4 for 1997-Champion Water District #1 Water Law as follows:

Inside Champion Water District #1 rates –

Metered services--$90.00 quarterly flat rate for 0-12,500 gallons of water

$4.00/1000 gallons of water used over 12,500 gal. quarterly

Unmetered services--$40.00 quarterly flat rate for residential parcels

$10.00 quarterly flat rate for undeveloped parcels

Outside Champion Water District #1 rates – $90.00 quarterly flat rate and

$4.00 per 1000 gallons of water

All Niagara Mohawk, NY Telephone and New Channel parcels would be exempted.

Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to amend Section 17 of Local Law #5 for 1998-Champion Water District #2 Water Law as follows:

Inside Champion Water District #2-

Metered services--$90.00 quarterly flat rate for 0-12,500 gallons of water

$4.00/1000 gallons of water used over 12,500 gal. quarterly

Unmetered parcels--$40.00 quarterly flat rate for residential parcels

$10.00 quarterly flat rate for undeveloped parcels

Outside Champion Water District #2- $90.00 flat rate per quarter and

$4.00/1000 gallons of water used

Ayes-5, Nays-0. Motion carried.

Supervisor Buckley reported to the Board about discussions that he has had with representatives of DWSRF concerning the inclusion of the tractor, equipment and trailer in the funding for Champion Water District #2. Supervisor Buckley has requested that the DWSRF honor the commitment they made to support the purchase of this equipment.

The Board reviewed the personnel policy and recommended amendments to said policy. The Board authorized Attorney Farley to prepare a draft of the policy with the recommended changes for the consideration of the Board at a later meeting.

Motion by Mr. Watkins, seconded by Mr. Buzzell to adjourn. The meeting adjourned at 8:16PM.
