The Champion Town Board met in regular session on Monday, February 1, 1999 at 7:00pm at the Champion Municipal building. Present were Supervisor Buckley, Councilmen Stewart, Watkins, Buzzell, and Miller, Highway Superintendent Martin and Attorney Farley.
Supervisor Buckley opened the public forum. Don Brown, Pat Brown and Robert White expressed concerns about the timeliness and sufficient removal of snow and ice from roads within the Town. John Illingworth asked for action from the Board to assist snow removal around fire hydrants in Great Bend.

The committee recommends that the Board accept the bid from T.F. Wright and Sons. Motion by Mr. Miller, seconded by Mr. Stewart to accept the bid from T. F. Wright and Sons to provide a memorial to the founding families according to the specifications developed by the parks committee. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Stewart, seconded by Mr. Buzzell to approve the minutes for January 4, 1999 as presented. Ayes-5, Nays-0. Motion carried.

The Supervisors monthly report was reviewed. Motion by Mr. Buzzell, seconded by Mr. Miller to approve the report as presented. Ayes-5, Nays-0. Motion carried.
New Business
The Board discussed a request from financial director M. Yuhas to pay a percentage of her costs in connection with the Association of Town convention.
Motion by Mr. Stewart, seconded by Mr. Buzzell to pay 25% of M. Yuhass convention expenses. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley read a letter from Leonard Peck expressing his interest in serving on the Zoning Board of Appeals (ZBA). Motion by Mr. Stewart, seconded by Mr. Buzzell to appointment Mr. Peck to the ZBA for a term of five years effective 1/1/99. Ayes-5, Nays-0. Motion carried.
Supervisor Buckley read a letter from Lynn Bretsch expressing his interest in serving as election machine custodian. Motion by Mr. Watkins, seconded by Mr. Miller to appoint Lynn Bretsch election machine custodian for a period of one year effective 1/1/99. Ayes-5, Nays-0. Motion carried.
Bids for a 1999 4WD pick up were opened as advertised. The following bids were received: Buses Unlimited-$22,871.00 wo/trade

Motion by Mr. Stewart, seconded by Mr. Miller to authorize the Supervisor to sign the necessary applications and documents for Champion Water District #3 funding through the DWSRF. Ayes-5, Nays-0. Motion carried.
Motion by Mr. Miller, seconded by Mr. Stewart to accept the 1998 annual financial reports of the Supervisor and Town Clerk. Ayes-5, Nays-0. Motion carried. The members of the Board signed the reports.
Supervisor Buckley reported that three- (3) streetlights in Great Bend are malfunctioning. Mr. Buzzell will review the complaint and order necessary electric service.
Motion by Mr. Stewart, seconded by Mr. Miller to adjourn. The meeting adjourned at 9:10PM.
