The Champion Town Board met in regular session on Monday, January 4, 1999 at 7:00PM at the Municipal Office, 10 North Broad Street, West Carthage for its annual organizational meeting. Present were Supervisor Buckley, Councilmen Buzzell, Miller (7:11PM), Stewart, and Watkins, Highway Superintendent Martin, and Attorney Farley.

Monthly Reports

Mr. Miller entered the meeting at 7:11PM.

Mr. Martin recommended that the Board advertise for bids to replace the 1994 Chevrolet pickup. Motion by Mr. Buzzell, seconded by Mr. Stewart to authorize the Clerk to advertise for a 1999 pickup as per specifications to be provided by the Highway Superintendent. Ayes 5, Nays-0. Motion carried.

Mr. Martin requested authorization to purchase an air compressor. The Board advised him to get quotes in accordance with the Town procurement policy.

The Board and Highway Superintendent discussed the agreement from Jefferson County for the removal of snow and ice. Motion by Mr. Watkins, seconded by Mr. Buzzell to authorize the Supervisor to sign the addendum. Ayes-5, Nays-0. Motion carried.

Public Forum

Rick Thesier expressed his concerns with the plowing of roads within the Town. Mr. Thesier reported that his mailbox has been struck several times and that he intends to take action if necessary. Mr. Martin responded that the mailbox is set within the County right-of-way. Mr. Martin will provide Mr. Thesier with the specifications for setting rural mailboxes.

Motion by Mr. Buzzell, seconded by Mr. Stewart to accept the minutes for December 7 and 30, 1998. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to pay the following bills:

Motion by Mr. Stewart, seconded by Mr. Watkins to appoint Mary Ann Yuhas as the voting delegate at the Association of Towns convention. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to approve the salaries as presented (see attached). Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to adopt the investment and procurement policies and forms without amendment. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Watkins to set the first Monday of the month as the meeting date and 7:00PM as the meeting time. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Miller to designate Key Bank, Community Bank, and Marine Midland Bank as the depositories in which the Supervisor, Town Clerk, Tax Collector, and Justices shall deposit all monies coming into their hands by virtue of their offices. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Watkins authorizing all elected officials to attend all necessary schools. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Miller to set the mileage reimbursement rate at $.27/mile. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to designate the Carthage Republican Tribune and the Watertown Daily Times as the official newspapers of the Town. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell authorizing the Supervisor or Deputy Supervisor to sign checks. Ayes-5. Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to designate Family Practice Associates as the firm to perform all necessary alcohol and substance testing. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Watkins recognizing all Town employees who belong to the NYS retirement system, their retirement numbers and the number of days worked during a bi-weekly period (see attached). Ayes-5, Nays-0. Motion carried.

Supervisor Buckley informed the Board that he has received the resignation of John Trowbridge from the Zoning Board of Appeals. Supervisor Buckley recommended that the Town Board request citizens interested in serving on the Zoning Board or as election machine custodian submit letters of interest for action at the February meeting. The Board concurred.

Mr. Buzzell requested publication of the health insurance benefits received by elected officers of the Town. No action taken.

Motion by Mr. Buzzell, seconded by Mr. Stewart to go into executive session for the purpose of discussing potential litigation. Ayes-5, Nays-0. Motion carried.

Executive session began at 8:29PM.

Motion by Mr. Watkins, seconded by Mr. Stewart to return to open session. Ayes-5, Nays-0. Motion carried. Open session resumed at 8:32PM.

Motion by Mr. Stewart, seconded by Mr. Miller to adjourn. The meeting adjourned at 8:32PM.
