The Champion Town Board met in special session on Tuesday, June 9, 1998
at 7:00PM at the Great Bend Fire Hall to update residents on the status of Champion Sewer District #1, to propose an extension of Champion Water District #1, and to discuss the structure of the water fees. Present were Supervisor Buckley, Councilmen Stewart and Watkins, David Richter, DANC, and twenty-three (23) property owners from Great Bend (see attached).
Supervisor Buckley opened the meeting by reviewing for those present the status of the refinancing with the NYS Environmental Facilities Corporation. Refinancing should be finalized in approximately thirty (30) days at 0% interest for twenty (20) years. The cost of water services to the average customer will be $306 annually.
Supervisor Buckley asked for comments concerning the structure of the water fees. The group considered the following options: 1) Eliminate the ad valorum tax. Bill capital costs on a quarterly basis; 2) decrease the ad valorum; 3) adopt a flat rate charge for water that would incorporate capital costs.
The consensus of those present was to adopt option one.
Supervisor Buckley informed the group that petitions had been circulated and presented to the Board in support of the formation of Champion Sewer District #1. The Towns of LeRay, Pamelia, and Rutland have all committed to the concept of the regional sewer system. The Village of Black River is completing a survey and will make its decision shortly. The cost to Town of Champion customers will not exceed $375 regardless of the participation of any other municipality.
Funding is also being sought to support an extension of Champion Water District #1. The extension would match the water district boundaries to those of the sewer district as requested by those residents outside the district.
Supervisor Buckley answered questions concerning the costs and construction of Champion Sewer District #1. Construction is expected to begin in spring 1999.
Allan Moseley asked about the possibility of development. Supervisor Buckley responded that the availability of public water and sewer is an enhancement to development and that one food chain has already expressed some interest in a parcel of land in Great Bend.
David Richter asked residents for their opinion on the quality of the water. The response was favorable. Hydrants will be flushed sometime in July.
