The Champion Town Board met in regular session on Monday, November 3, 1997. Present were Supervisor Buckley, Councilmen Watkins, Miller, Buzzell, and Stewart, Highway Superintendent Martin and Attorney Farley.

Supervisor Buckley called the meeting to order at 7:03PM. Proof of Notice having been furnished, the Public Hearing on the 1998 preliminary budget was called to order by the Supervisor. No one spoke for or against the budget.

The public forum opened with a presentation from Adam Fuller and Ken Fitzgerald, Social Studies Honors students from Carthage High School. The students presented preliminary plans for a recreation center for the Twin Village area. Plans included an arena to house an indoor hockey rink that would convert to an indoor soccer/lacrosse field and setting for concerts, craft fairs, etc. The Board commended the students for their efforts.

Six students from Participation in Government class were present for the meeting.

Motion by Mr. Buckley, seconded by Mr. Stewart to increase the salaries of the assessors by $200 each. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to accept the minutes for October 6th and 23rd. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Miller to pay the following bills:

Motion by Mr. Miller, seconded by Mr. Stewart to accept the Supervisor’s report as presented. Ayes-5, Nays-0. Motion carried.

Supervisor Buckley reported that Champion Water District #1 has been awarded $878,189 from the NYS Clean Water Bond Act.

Motion by Mr. Stewart, seconded by Mr. Buzzell to adopt the budget transfers as presented (see attached). Ayes-5, Nays-0. Motion carried.

NEW BUSINESS

The Board discussed the 1998 preliminary budget and modified the budget to reflect an increase in account A1355.1 of $600.00 and a decrease in account A1990.4 of $600.00. Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the budget as amended. Roll call vote: Mr. Watkins-aye, Mr. Miller-aye, Mr. Buzzell-aye, Mr. Stewart-aye and Supervisor Buckley-aye. Motion carried.

WHEREAS, the Town Board has met at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon;

NOW THEREFORE BE IT RESOLVED, that the Town Board does hereby adopt the preliminary budget as amended as the annual budget of the Town of Champion for the fiscal year beginning on the first day of January 1998 and that such budget as so adopted be entered in the minutes of the Town Board;

AND BE IT FURTHER RESOLVED, that the Town Clerk of the Town shall prepare and certify in duplicate copies of the said annual budget as adopted pursuant to section 202A and B2 of the Town Law and shall present one copy thereof to the Supervisor of the Town to be presented by him to the County Legislature.

Motion by Mr. Watkins, seconded by Mr. Stewart to schedule a public hearing on, Local Law #6 for 1997-amending Senior Citizens Tax Exemption, Local Law #1 for 1995, on December 1, 1997. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Watkins to schedule a public hearing amending Local Law #4 for 1997-Champion Water District #1 Water Law, on December 1, 1997. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to authorize the Supervisor to sign the contracts with D.M. Ferlito for the construction of Champion Water District #2 contingent on approval from Rural Utilities Development. Roll call vote: Mr. Watkins-aye, Mr. Miller-aye, Mr. Buzzell-aye, Mr. Stewart-aye and Supervisor Buckley-aye. Motion carried.

The Board discussed the possibility of acquiring a handicap accessible voting machine. Supervisor Buckley will request some estimates for the equipment.

The Board recessed at 8:04pm to the Town garage to observe the condition of certain Town trucks.

The Highway Superintendent proposed the purchase of a 1998 model glider kit. The Board discussed the proposed 1998 budget for the highway department. Motion by Mr. Buzzell, seconded by Mr. Stewart to request bids for a 1998 Glider kit compatible with a Beam Mack motor, transmission and rear end. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Miller, seconded by Mr. Stewart to offer for sale the gas heater and garage door opener from the Time Warner building contingent on the purchase of the building. Ayes-5, Nays-0. Motion carried.

Motion by Mr. Watkins, seconded by Mr. Stewart to adjourn. The meeting adjourned at 10:03PM.
