The Champion Town Board met in regular session Monday, October 6, 1997 at 7:00pm at the Champion Town Barn. Present were Supervisor Buckley, Councilmen Miller, Stewart, and Buzzell (7:10pm), Attorney Farley, and Highway Superintendent Martin.

Supervisor Buckley called the meeting to order at 7:00pm and opened the public forum for comment. No one wished to address the Board.

Monthly reports

Mark Kimball, representing Bernier, Carr and Associates, reported on Champion Water Districts #1 and #2. Construction is complete on Water

District #1 with 74 hookups. Minor restoration work is continuing.

Bids for Water District #2 were opened 9/30/97. D.M. Ferlito of Oswego was the apparent low bidder with a base bid of $760,212. The engineers are reviewing qualifying statements in preparation for awarding the bid. Due to the competitiveness of the bidding, Mr. Kimball reported that there would be a probable reduction in the total cost of $400,000.

The Board discussed a request from RUD that the bonding for Water District #1 be increased. Attorney Farley will have a conversation with Ms. Sigouin, RUD, to determine the necessity of an additional bonding resolution.

Debbie Henry, DANC, reported on operation and maintenance activities at Water District #1 and #2. Radio transmission units (RTU) have been installed at both sites and both districts have chlorine analyzers.

Highway Superintendent Martin reported that the oil-water separator has been placed in the ground. Installation will be completed when additional parts are received. Mr. Martin reported that the sand screener is working very well.

Mr. Phelps reported that the new building has been placed at the transfer site but that no heater has been installed.

Frank Koster, Planning Board, reported that the Planning Board would be studying examples received from neighboring municipalities of recreational zoning. Supervisor Buckley requested that the Planning Board discuss an amendment to the zoning law to include provisions to legislate culvert pipes

beneath driveways of a sufficient size and width as determined by the Highway

Superintendent.

Motion by Mr. Miller, seconded by Mr. Buzzell to approve the minutes for September 2 and 8. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to pay general fund bills #251-287 in the amount of $15,373.23, highway fund bills #172-187 in the amount of

$49,825.90, Champion Water District #1-Capital fund bills #18-19 in the amount of $8922.85, Champion Water District #2-Capital fund bills #3-7 in the amount of $5252.78, Champion Water District #1-O&M fund bills #1-2 in the amount of $1030.61, Champion Water District #2-O&M fund bills #1-5 in the amount of 1930.04, and SARA fund bill #1 in the amount of 59.20. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the Supervisor’s report as presented. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to approve the budget transfers as presented (see attached). Ayes-4, Nays-0. Motion carried.

Motion by Mr. Buzzell, seconded by Mr. Stewart to authorize the Supervisor to sign the Snow and Ice Agreement with the State. The contract amount will be increased to cover the additional costs of sand including labor. Ayes-4, Nays-0.

Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to offer the Town of Champion court as a second site for the Jefferson County Youth Court. Ayes-4, Nays-0. Motion carried.

Motion by Mr. Stewart, seconded by Mr. Buzzell to authorize the Supervisor to increase the bond for Champion Water District #1 to $825,000 if necessary as determined by Attorney Farley. Roll call vote: Mr. Miller-aye, Mr. Buzzell-aye, Mr. Stewart-aye, Supervisor Buckley-aye. Motion carried.

Bids were open for excess equipment as advertised. One bid was received from Sam Eddy. Mr. Eddy bid $53.00 for the 3HP booster pump. Motion by Mr. Buzzell, seconded by Mr. Stewart to sell the item to Mr. Eddy for the bid amount.

Ayes-4, Nays-0. Motion carried. The remainder of the advertised items will be disposed of.

Motion by Mr. Miller, seconded by Mr. Stewart to hold a public hearing on the preliminary budget and fire contracts on Monday, November 3 at 7:00pm. Ayes-4, Nays-0. Motion carried.

Supervisor Buckley informed the Board that he has received confirmation of a $50,000 member item from Senator James Wright for Champion Water District #2.

Supervisor Buckley informed the Board that he has named a parks committee to make recommendations concerning the development of the Village Green Park. Committee members are as follows:Nelson Eddy, Chairman, Suzanne Wiley, ex officio member, Terry Emerson, Helen Fargo, Secretary, Mary Lou Barker, and Robert Fleming.

Supervisor Buckley informed the Board that the Town has received permission to demolish the small garage on the corner of County Route 47 and Smith Street.

Motion by Mr. Miller, seconded by Mr. Stewart to authorize Highway Superintendent Martin to demolish the garage. Ayes-4, Nays-0. Motion carried.
